My favorite website design base is WordPress. It’s not just for blogs. WordPress allows complete customization, a wealth of plugins for doing just about anything :-) and a great community of helpful coders who care about the same things that you, the designer, do. It’s just all in all a great resource.

WordPress is open-source, which means that it’s free to use and modify. They do want you to agree to allow other people to have a copy of your modified code if someone requests it. Be careful to respect the licensing agreements and the open-source culture. Google the terms if you don’t understand them. It’s a privilege to benefit from the knowledge of others!
